CID takes over probe into Nagerbazar blast case

Kolkata, Oct 3: The West Bengal Criminal Investigation Department (CID) has taken over the probe into Tuesday's explosion in Nagerbazar area of the city that left a boy dead and nine others injured, an official of the agency said Wednesday.

The Barrackpore Police has already registered a suo motu case against unknown persons in connection with the case.

"We have taken over the investigations into the Dum Dum Nagerbazar explosion case. Our officers will soon reach the spot to carry out the probe," DIG, CID (Operations) Nishant Pervez told.

Samples have been collected from the spot and forensic tests are being conducted to ascertain what type of material was used in the blast in Nagerbazar.

An officer of the Barrackpore Police Commissionerate told, "We have started a suo motu case against unknown persons in this case. Strict action will be taken as per law against those found guilty."

"CCTV footage from neighbouring shops as well as those from the traffic police are being checked. Locals of the neighbourhood have also been asked to come over for a round of questioning for our probe," the police official said.

Inputs from locals could be vital and help in identifying those behind the blast, the police officer said.

Asked if the explosion could have been a fallout of internal squabbles in the ruling Trinamool Congress, as has been alleged by the BJP, the police officer said it is difficult to infer such things at this stage since no arrests have been made so far.

"We have not been able to identify anybody responsible for this mishap. And it is very difficult to say whether he belongs to any particular political outfit or not. Our investigation is at a very early stage and nothing conclusive can be drawn now," the officer said.

Police have described Tuesday's blast as a low-intensity one that occurred outside a fruit shop on the ground floor of a building which houses the office of South Dum Dum Municipality chairman and Trinamool Congress leader Panchu Roy.

The ruling party has held the BJP responsible for the blast and alleged that it was targeted at Roy. (PTI)

One killed, nine injured in blast in Kolkata, TMC blames BJP

Kolkata, Oct 2: A seven-year-old child was killed and nine people, including his mother, were injured in a low-intensity explosion in front of a multi-storey building at Nagerbazar in Kolkata's northern suburbs on Tuesday, police said.

The ruling Trinamool Congress held the BJP responsible for the blast and alleged that the saffron party was aiming to kill South Dum Dum Municipality chairman and TMC leader Panchu Roy. But the BJP rubbished the charges.

As per the initial investigation, ammonium nitrate was used in the low-intensity blast outside a fruit shop on the ground floor of the building in the congested Kazipara area under the jurisdiction of Dum Dum police station around 9 am, Deputy Commissioner of Police, Barrackpore Commissionerate, Ananda Roy said.

"A child, who was severely injured in the blast, died in hospital. A total of nine persons are injured," he said.

A police officer said, "It was a socket bomb explosion. Forensic team and the bomb squad of CID are examining the spot. We have started further investigation." A socket bomb is an improvised explosive device.

"Initially, we thought it was a gas cylinder blast. But it is not so. We have found a few iron nails but there is no smell of gunpowder," another senior police officer said.

Panchu Roy, whose office is at the building, claimed that he was the target of the blast.

Stopping short of naming any political party, he said the forces, which are currently attacking the ruling TMC all over Bengal, were behind the attack.

"It was a pre-planned blast... They had planned to kill me and other TMC workers, as it would create panic and help them gain foothold in the area," Panchu Roy told.

Asked whether the explosion was a result of infighting within the TMC, he said there was no such issue in south Bengal.

TMC North 24 Parganas district president and state minister Jyotipriyo Mullick, who visited the spot, held the BJP responsible for the blast and said it was aimed to harm Panchu Roy and other party members.

"The blast is an example of deep conspiracy to kill Panchu Roy. This was a very well-planned one. It was a ploy to kill Panchu Roy. They (the BJP) is trying to create unnecessary problems among the people throughout the state.

"The BJP is trying to play divisive politics. They are shouting against the incident in Islampur but trying to kill Roy here," Mullick said.

Two students died in a clash with the police at Islampur in North Dinajpur district on September 20 over appointment of Urdu and Sanskrit teachers at Daribhita High School.

The state government has ordered CID inquiry into the incident. BJP had called a state-wide shutdown over the incident on September 26.

BJP state president Dilip Ghosh rubbished Mullick's allegations and said it has become a "mania" for the TMC to blame the saffron party for every incident that happens in the state.

He alleged that the TMC party offices have become a "storehouse of bombs" and hence in every blast the name of the ruling party surfaces.

Ghosh questioned the security measures in the city as well as in the state. (PTI)

Ex-IPS Sanjiv Bhatt detained in 22-yr-old case

Ahmedabad, Sep 5: Former IPS officer Sanjiv Bhatt was detained Wednesday by the Gujarat CID in connection with a 22-year-old case of arrest of a man for alleged possession of drugs, a senior police official said.

Bhatt and seven others, including some former policemen attached with the Banaskatha Police, were detained for questioning in the case, Director General of Police, Crime Investigation Department (CID), Ashish Bhatia said.

Bhatt was the Banaskantha district superintendent of police in 1996.

As per case details, the Banaskatha Police under Bhatt had arrested Sumersingh Rajpurohit, an advocate, in 1996 on charges of possessing around one kg of drugs.

At that time, the Banaskanta Police had claimed that drugs were found in a hotel room occupied by Rajpurohit in the district's Palanpur town.

However, a probe by the Rajasthan Police had revealed that Rajpurohit was allegedly falsely implicated by the Banaskatha Police.

It had also found that Rajpurohit was allegedly abducted by the Banaskatha Police from his residence at Pali in Rajasthan.

In June this year, the Gujarat High Court had handed over the probe in the case to the CID while hearing Rajpurohit's plea.

The high court had asked the CID to complete the probe in three months.

The CID found substance in charges against Bhatt, which led to his detention, Bhatia said, adding that Bhatt and some others could be arrested after questioning.

Bhatt was sacked by the Union Ministry of Home Affairs in August 2015 for "unauthorised absence" from service. (PTI)

SRINAGAR, JULY 09: The Government has set up a team of officers/officials from the State to be deployed on duty at the Transit Camp and Indira Gandhi International (IGI) Airport in New Delhi for extending support to the Hajj pilgrims from Jammu and Kashmir and also to oversee the arrangements relating to the smooth transit of the pilgrims on their way to Jeddah, Saudi Arabia and back.

CID identifies linkmen who aided 5 Chinese nationals held with contraband

Kolkata, July 9: The West Bengal CID has identified some linkmen in different metro cities, who helped the five Chinese nationals arrested with drugs here last week, a senior official said today.

The Chinese nationals were arrested outside Kolkata railway station on June 30, after the GRP seized 197 kg of 'party drug' amphetamine, worth Rs 40 crore. Mobile phones, a laptop, Chinese currency and train tickets were also seized from them.

The CID sleuths were quizzing the five accused to know how they learnt about the linkmen in India, the official said.

"Our investigation has revealed that these linkmen are located in different metropolis of India, including New Delhi, Mumbai, Hyderabad. They helped these Chinese nationals in moving around in the country," he told.

With the help of these linkmen, two of the arrested five had visited Darjeeling before going to Beldanga in Murshidabad district, the official said.

The state CID had also conducted a raid at a closed factory in Beldanga recently and seized another 1.9 kg of amphetamine tablets.

"It seems that these Chinese nationals were in touch with many people. We have to verify their claims. Our officers are working on the information gathered from them," the official said.

The arrested Chinese nationals have been identified as Wang Xiao Dong, Xue Yonghui, Li Cheng, Cheng Hao, Liu Baoxian - aged between 30 and 37 years.

"It is quite difficult to talk to them because they hardly speak English. Only Dong can speak a little bit of English but others converse in provincial Chinese dialects," he said, adding the CID sleuths have been taking the held of interpreters to quiz the five accused.

Preliminary probe has revealed that the five accused had hired a vehicle while travelling across West Bengal, the official said.

Asked about their hideouts in the state or in other parts of the country, the CID officer said, "According to the information we have gathered, they were not staying at one particular place. We think they had taken shelter somewhere in the districts bordering Bihar or Jharkhand, where the five had some local links."

The Chinese nationals had been frequently visiting India since 2016.

"They had been visiting New Delhi, Mumbai and various other cities since 2016. It seems they had also started visiting smaller cities like Aurangabad, Allahabad, Gwalior among others.

"We need to find out who they met during their visits to these places, who they have been working with and who are the takers of these drugs," the IPS officer said.

On whether they were part of an international drug racket, he said, "There is a high possibility, but we need to verify that. There are linkmen working from across the border in Nepal as well as in Bangladesh. We are trying to verify whether these five have links to them."

Amphetamine tablets, like cocaine are known to be stimulants, and the drug is gaining popularity in India.

"These tablets are used at rave parties. In the 1970s disco scene, the drugs of choice shifted to stimulant cocaine and amphetamine tablets. At present, they are in high demand in India, mostly in the eastern part," an officer at the Narcotics Control Bureau (NCB) said. (PTI)

Osmanabad (Maha), Jun 25 : Nine years on, the Maharashtra CID is still probing a complaint filed by social activist Anna Hazare against former state minister Padamsinh Patil for allegedly conspiring to kill him, according to an RTI query.

Hazare had lodged the complaint in September 2009 against Patil and four others for allegedly giving 'supari' (contract) to one Parasmal Jain to kill the social activist.

Patil was arrested in the case but later released on bail by a court.

The Crime Investigation Department (CID), which later took over the case from Parner police station in Ahmednagar district, is yet to file a charge sheet in the case, the Right to Information (RTI) query has revealed.

Padamsinh Patil is already facing trial for allegedly hatching the conspiracy and killing Congress leader Pawanraje Nimbalkar on June 3, 2006 at Kalamboli in Navi Mumbai due to political rivalry.

Parasmal Jain, who had allegedly shot at Pawanraje Nimbalkar, in his statement earlier to a magistrate under section 164 of the Criminal Procedure Code (CrPC), claimed that Patil paid him Rs 30 lakh for killing Nimbalkar and Hazare.

Jain also stated that he had refused to take money to kill Hazare.

Pawanraje Nimbalkar's son Jairaje Nimbalkar recently filed the RTI query seeking status of the case lodged by Hazare.

In reply to the query, CID's Additional Superintendent of Police, Aurangabad region, C J Kamble informed Jairaje Nimbalkar on June 8 that the "investigation is still on" and the "charge sheet has not been filed till date".

Earlier this month, Pawanraje Nimbalkar's wife Anandidevi moved the Bombay High Court challenging a sessions court order refusing permission to the CBI to examine Hazare as a prosecution witness in connection with her husband's killing.

The Central Bureau of Investigation (CBI), which is the prosecuting agency in the Pawanraje Nimbalkar murder case, had said that Hazare was an important witness in the case and could help establish the motive behind the offence.

The high court had posted the petition for hearing on June 27 and directed the trial court to defer the recording of final statements of the accused persons till then. PTI

Jammu, Jun 6: The Jammu and Kashmir Police has setup a board for recruitment of Kashmiri migrants under the prime minister's employment package.
Police has already invited application for the recruitment of the Kashmiri migrants to fill over 100 vacancies.
Sanction is hereby accorded to the constitution of the police recruitment board for making selection of the candidates for the posts of constables in the JK Police for return and rehabilitation of the Kashmiri migrants through transparent recruitment process, Nivedita Munshi, under secretary to the government, Home Department, said in a notification.
A seven member board, headed by Danesh Rana, IGP Armed Police, Jammu has been constituted in this regard.
The other members of the board include Vidhi Kumar Birdi, DIG Central Kashmir Range, Rahul Malik, SSP, Ramesh Kumar Jalla, SSP Crime, Jammu, Sheikh Junaid Mehmood SSP CID headquarters, Jatinder Singh Johar, SSP and Stenzin Nurboo, additional director Sheri-Kashmir Police Academy Udhampur, it said.
The police recruitment board will strictly supervise, oversee, monitor the first three phases of recruitment (viz physical endurance test, physical measurement tests and written test), for making selection of candidates against the posts of constables, which will be filled through the Transparent Recruitment Process (TRP) after observing all procedural and codal formalities as prescribed by the government, it said.
Applications are invited online from eligible candidates of the Kashmiri Pandits of Kashmir Valley for recruitment as constable in police under the prime minister's package against the vacancies in the Pay Band-I of Rs 5,200-20,200 4-Grade pay 1,900 (Now revised 19,900-63,200 Level-2). (PTI)

Governor Reviews Security Arrangements for Shri Amarnathji Yatra-2018

SRINAGAR, MAY 23: Governor N.N. Vohra, Chairman of Shri Amarnathji Shrine Board, chaired a high level meeting at Raj Bhavan here today to review important security related issues in regard to the Shri Amarnathji Yatra which is scheduled to commence on 28^th June, 2018. The meeting was attended by the Chief Secretary, Home Secretary, Director General of Police, heads of State and Central Intelligence Agencies, GOC XV Corps, GOC Victor Force, senior most officers of the Central Armed Police Forces, Inspector General of Police Kashmir; CEO and Additional CEO of the Shrine Board.

Shri S.P. Pani, Inspector General of Police, Kashmir and Major General J.P. Mathew, GOC, Victor Force, made detailed presentations regarding the obtaining and emerging security environment in the State, keeping in view the envisaged objectives of forces inimical to the prevalence of peace.

Governor stressed the need for all concerned agencies to keep a close watch and maintain effective co-ordination to ensure the smooth conduct of the forthcoming Yatra. The meeting held extensive discussions in regard to the issues relating to the obtaining security environment in the State; preparedness for meeting any unforeseen situation arising in the Yatra area; functioning of the Joint Control Rooms (JCRs) at every Yatra Camp; deployment of NDRF, SDRF and Mountain Rescue Teams (MRTs) of the State Police along with Rescue Teams of various Security Forces at identified locations on both Yatra routes; deployment of well equipped Fire Fighting units at pre-determined points; installation of X-Ray Baggage Scanning Units at appropriate locations on both the Yatra routes; Access Control arrangements at the Neelgrath, Panjtarni and Pahalgam Helipads etc.

The meeting discussed the enforcement of an effective Access Control System at the Baltal and Nunwan Base Camps and at the Domel and Chandanawari Access Control Gates; effective traffic regulation from Lakhanpur Check Post onwards; ATC arrangements for the heli services from the Pahalgam and Neelgrath to Panjtarni; transit camp arrangements; installation of CCTVs at various camps and at the Access Control Gates; etc.

Timing for movement of Shri Amarnathji Yatris

Stressing the need to strictly enforce the cut-off timings for the up-convoy from Jammu to Pahalgam / Baltal and down-convoy from Baltal and Pahalgam to Jammu, Inspector General of Police, Kashmir, informed that the following cut off timings will be strictly enforced for the movement of Yatris:

Convoy / vehicles en-route Pahalgam / Baltal from Jammu shall cross Mir Bazar by 1500 hrs every day.

Convoy / vehicles en-route Jammu from Pahalgam / Baltal shall cross Mir Bazar by 1800 hrs every day.

Governor directed Director General of Police; Divisional Commissioners of Jammu and Kashmir Divisions; Inspector General of Police, Jammu and Kashmir Divisions to ensure wide publicity of the Advisories relating to safety and security of Yatris, including the cut-off timings, through print and electronic media and particularly display these at Railway Station Jammu; Yatri Niwas Bhagwati Nagar, Jammu; Lakhanpur Check Post; the On-spot Registration Counters at Jammu and Srinagar and at Base camps of Baltal and Nunwan and at Panjtarni through Public Address system by Information Department of the respective District Administration. He further directed Chief Secretary to ensure that the roads from Jammu to Srinagar; Srinagar to Baltal; and Anantnag to Pahalgam are maintained in satisfactory condition for the smooth movement of the pilgrimage.

Governor directed DGP and Divisional Administration, Kashmir to strictly enforce the prescribed regulatory mechanisms and ensure that only those Pilgrims who possessed valid Yatra Permits were allowed to undertake the Yatra on the date and by the route for which they had procured Advance Registration. The meeting also discussed the specific measures which would be enforced for ensuring smooth and unhindered movement of validly registered Yatris right from the time they enter into the State and travel to the Holy Cave in order to prevent avoidable inconvenience to the Yatris.

Noting that the various Service Providers, particularly ponywallas, labourers, palki wallas, tent and shop owners, etc play a very important role in the smooth conduct of Shri Amarnathji Yatra, the Governor directed Divisional Commissioner Kashmir and IGP Kashmir to ensure that all the Service Providers were enabled to function in a safe and secure environment in the Yatra area. Governor observed that the Shrine Board has provided all Service Providers with an Insurance Cover of Rs. 3 Lakh each and ponies for Rs. 30,000 each against accidental death in the Yatra area.

Governor advised Chief Secretary to sensitize the Disaster Management agencies and ensure that all disaster management related arrangements for the Yatra are subsumed within the overall disaster management framework of the State. He directed Chief Secretary to chair an early meeting with DGP, GOC, 15 Corps and heads of all other security agencies to ensuring pooling of their disaster related resources at designated locations in the Yatra area.

CID arrested SI Rajshekhar Pyne in extortion case, former IPS officer Bharati Ghosh still remain illusive

Medinipur/Kolkata, Feb 14: West Bengal Police sub-inspector Rajshekhar Pyne, arrested last night in an extortion case of 2016, was today being produced before a local court by the CID, which already arrested two other police officers and now on a nation wide hunt to arrest former IPS officer Bharati Ghosh and her security guard.

The CID, recently had searched Rajshekhar Pyne's houses at Daspur in West Medinipur and Barrackpore in North 24 Parganas, arrested the police official after hours of interrogation in West Medinpur last night.
The SI has been accused of cheating Rs 45 lakh from a businessman Unis Ali Mondal of Swaroopnagar of North 24 Parganas in 2016, when he was OC of Kharagpur police station.
The businessman claimed that he was traveling on his bother car, which had an accident on NH 6 on September 24, 2016. They had two bags with Rs 45 lakh while being rescues by the policemen. But they got back only the car.
The CID would pray for two weeks custody during production of the arrested police officer, who presently posed at Mohonpur in West Medinipur.
The CID has already arrested two police officers SI Chitta Pal and circle inspector Shuvankar Dey last week also on extortion cases after recovered Rs 56 lakh from their houses.
The CID also on a nation-wide hunt to arrest former IPS officer Bharati Ghosh following her alleged skipping of several CID summons on an extortion case in West Medinipur district, her last posting before she quit the job at end of last December.
The former IPS officer accused of extortion, intimidation and cheating after a jewelry trader Chandan Majhi at Keshpur filed an FIR with local police station in West Medinipur.

Bhima-Koregaon incident: Curfew-like situation in all districts of Western Mah

Pune, Jan 2: There is a curfew-like situation in all seven districts of Western Maharashtra after violence erupted near Bhima Koregaon between two communities on Monday evening during an event to commemorate the 200th anniversary of the Bhima Koregaon battle.

In violence, one person was killed while several others injured and admitted to private hospitals at different places in the city.
Chief Minister Devendra Fadnavis on Tuesday ordered a judicial inquiry by a sitting High Court judge and another CID inquiry against the persons who found guilty in the crime.
The Chief Minister, who was in the city, announced a compensation of Rs 10 lakh to the next kin of the victim who died in the violence. He also urged people not to spread rumours in society and maintain calm.
Mr Fadnavis also requested political leaders of both communities not to make any statement which will further create tense in Maharashtra. He assured the people to provide justice to all who were injured in the incident. UNI

Siddaramaiah outright rejects BJP demand for resignation of George

Bengaluru, Oct 27: Karnataka Chief Minister Siddaramaiah today outright rejected Bharatiya Janata Party(BJP) demand for resignation of Minister for Bengaluru Development K J George following FIR filed by CBI in connection with suicide by DySP M K Ganapathy on June Six-2016 alleging Mr George and two top IPS officers responsible for his suicide. Taking strong exception to the BJP demand, Mr Siddaramaiah alleged that the demand was politically motivated and the BJP raking up the case in which Mr George was given clean chit by the CID. Talking to newsmen here, Mr Siddaramaiah alleged that the BJP has no moral right to demand resignation of a Minister just because CBI filed FIR. Shimla, Aug 23: Himachal Pradesh police today issued an advisory caution to the parent to keep vigil on their ward as six children of age group of 12 to 19 yrs have been lost their lives after commuting suicide in span of two weeks in country. Superintendent of police CID said in press release today that they. appeal to parents, teachers, and all concerned individuals to keep a close watch on thos what may be showing erratic behaviour because they may be playing online games such as Blue Whale chhallenge. Blue Whale is a controversial internet game also known as the suicide game in which a series of tasks, mostly brutal are given to the player for a period of 50 days by the Administrators with the final challenge requiring them to commit suicide. The player is asked to share the photos after finishing the different levels of the game. In case player tries to tasks a challenge, the Administrators threatens them with the exposure or harm their family. The game is spread via link on social media platforms . The parent s advised to recognise any change in the behaviour of their kids that may be point out depression or any other mental problem. By viewing child's text message, call log, search history, School note books, communication via Facebook, Snapchat, WhatsApp etc one can get useful insights into their mind. Regular interaction with them is required to guide them about these types of dangerous games available on children. Guardian are also asked to limit child's App usage and block sites promoting dangerous activities. It is required to raise the alarm among the teachers too. School authorities are requested to make children use the internet in highly visible areas of the school . All online activities are to be supervised and monitored in light of education objectives. Goverment of India has already directed the social media platforms like FB, Google and Instagram to remove link , of the controversial game from their sites. UNI
