Damoh (MP), Oct 8: Authorities in Madhya Pradesh's Damoh district seized around 2,000 bags carrying images of state Finance Minister Jayant Malaiya in connection with the implementation of the model code of conduct in the poll-bound state.

The election code of conduct came into force in Madhya Pradesh Saturday after the Election Commission announced poll dates for five states.

MP will go to polls on November 28 and counting of votes will be carried out on December 11.

Following a complaint, a team comprising police and district authorities Sunday seized 2,000 bags, containing sanitary pads and soaps among other things, Sub Divisional Magistrate (SDM) Ravindra Choukse said.

These bags carried an image of Malaiya, the official said, adding that such articles could not be distributed as it would violate the model code of conduct that has come into force in the state.

He informed that they were meant for a centre run by the Madhya Pradesh State Rural Livelihoods Mission that imparts training to members of self help groups (SHGs).

These bags were seized from different places and a case under relevant sections of the Public Representative Act and IPC has been registered against SHG manager Akhilesh Shukla and driver Lalchand Ahirwar.

The two were carrying 600 such bags to a village, the SDM added.

New Delhi, Sep 8: Countries across the globe which paved the way for equality and justice for the LGBT community were cited by the Supreme Court while striking down part of Section 377 of IPC this week, and quoted liberally from the judgements delivered by their courts on the issue.

A five-judge constitution bench comprising Chief Justice Dipak Misra, Justices R F Nariman, A M Khanwilkar, D Y Chandrachud and Indu Malohtra on Thursday unanimously struck down part of the section 377 of the Indian Penal Code (IPC) which criminalised gay sex, saying that it violated the constitutional right to equality and dignity.

CJI Misra and Justice Khanwilkar, who wrote the main 166-page judgement, mentioned the constitutional courts of United States, Canada, South Africa, Republic of Philippines and European court of Human Rights which have passed similar verdicts.

Referring to one of the judgements of the Supreme Court of the United States on the issue, they said that the court wrote, "LGBT were entitled to respect for their private lives and that the State could not demean their existence or control their destiny by making their private sexual conduct a crime, because their right to liberty under the Due Process Clause gives them the full right to engage in their conduct without the intervention of the State".

In "Roberts versus United States Jaycees", the US top court observed that the choices to enter into and maintain certain intimate human relationships must be secured against undue intrusion by the State, CJI Misra and Justice Khanwilkar wrote.

They further said that the Constitutional court of South Africa, in one of the cases related to LGBT community, observed the "stigma attached to a significant proportion of our population is manifest".

"As a result of the criminal offence, gay men are at risk of arrest, prosecution and conviction of the offence of sodomy simply because they seek to engage in sexual conduct which is part of their experience of being human," it had said.

The Constitutional court of South Africa drew parallel between the discrimination faced by homosexuals and the apartheid system that was in place in the African countries. "Just as apartheid legislation rendered the lives of couples of different racial groups perpetually at risk, the sodomy offence builds insecurity and vulnerability into the daily lives of gay men."

The CJI and Justice Khanwilkar noted that the Supreme Court of Canada in Delwin Vriend case had observed that the most important outcome is the psychological harm which may ensue from the state of affairs as the fear of discrimination would logically lead them to concealment of true identity.

They said that the European court of Human Rights, had observed that homosexuality cannot be criminalised owing to public opinion.

"Although members of the public who regard homosexuality as immoral may be shocked, offended or disturbed by the commission by others of private homosexual acts, this cannot on its own warrant the application of penal sanctions when it is consenting adults alone who are involved," the court had said.

Similarly, the Supreme Court of the Republic of Philippines, too had observed that the court cannot impose its views on the populace.

Justice D Y Chandrachud, who also wrote a concurring judgement, said according the International Lesbian, Gay, Bisexual, Trans and Intersex Association, "74 countries criminalize same-sex sexual conduct, as of 2017. Most of these countries lie in the Sub-Saharan and Middle East region. Some of them prescribe death penalty for homosexuality".

He wrote in his judgment about another breakthrough for LGBTQ rights that came from the Supreme Court of Nepal, in Sunil Babu Pant versus Nepal Government. Pant, the first openly gay Asian national leader had filed a PIL before the Supreme Court of Nepal praying for the recognition of the rights of lesbians, gays, and third gender persons.

"The issue of sexual activity falls under the definition of privacy. No one has the right to question how do two adults perform the sexual intercourse and whether this intercourse is natural or unnatural, the court had said.

New Delhi, Sep 6: Bollywood celebrities such as Karan Johar and Hansal Mehta welcomed the Supreme Court's judgement Thursday decriminalising consensual gay sex, calling it a historic victory for equal rights and a proud moment for the country.

A five-judge Constitution bench of the Supreme Court unanimously decriminalised part of the 158-year-old colonial law under Section 377 of the IPC which criminalises consensual unnatural sex.

The bench, headed by Chief Justice Dipak Misra, struck down Section 377 as being violative of right to equality.

Director Hansal Mehta, who made "Aligarh", a true-life inspired film about in Aligarh Muslim University professor Ramchandra Siras, who faced discrimination for being gay, called the verdict a "new beginning".

"A new beginning. The law is gone. The Supreme Court has done what parliament failed to do. Now it's time for attitudes to change. Let's rejoice but let us also reflect. This is a new beginning. #Sec377verdict," he tweeted.

Filmmaker Karan Johar also hailed the verdict.

"Historical judgment!!!! So proud today! Decriminalising homosexuality and abolishing #Section377 is a huge thumbs up for humanity and equal rights! The country gets its oxygen back!," he wrote on Twitter.

Actor Arjun Kapoor said,"Sanity prevails for once we can believe we have some sensible decision makers and lawmakers available to this generation. #Section377 gone with the wind."

Actor Sonam Kapoor said she was tears of joy for the LGBTQI community.

"One day there won't be any labels and we will all live in utopia," she added.

"Aligarh" scriptwrite Apurva Asrani said it has taken 71 years for the community to find its freedom but their voice can no longer be suppressed.

"At the stroke of the mid-day hour, as the conscience of many slept, India's LGBTQ awoke to light & freedom. This moment came 71 years too late history, 71 yrs after our brethren attained freedom; but the soul of a community, long suppressed, has found utterance. Congratulations!," Asrani said.

Actor Swara Bhaskar said the verdict showed that popular morality cannot suppress constitutional rights.

"Yayeee!! Good on you Hon'be #SupremeCourt & thank you! I hope the citizens of #India are listening! Majoritarian views and popular morality cannot dictate constitutional rights. We have to vanquish prejudice, embrace inclusion and ensure equal rights," she wrote.

Actor Nimrat Kaur wrote on Twitter, "RIP #Section377. Happy birthday 2018 !! Equal love. Equal lives. Proud Indian today."

Farhan Akhtar said the verdict was "about time".

"Bye bye 377. Thank you #SupremeCourt #abouttime #nomorediscrimination #loveislove @MardOfficial," he tweeted.

Actor Ayushmann Khurrana also celebrated the death of Section 377.

"The new sunshine of this day is that of a progressive India. Love all!," he said.

Actor Kalki Koechlin wrote, "So happy today, thank goodness for the rainbow (and all the lawyers that helped put it there!)," she wrote.

Pune (Maha), Aug 29: Three of the five Left-wing activists, who were arrested yesterday by Maharashtra Police in connection with its ongoing probe into suspected Maoist links to an event held in Pune, were brought to the city late last night, the police said.

A senior Pune police officer said that prominent Telugu poet Varavara Rao, and activists Vernon Gonsalves and Arun Ferreira are likely to be produced in a court later in the day.

Near simultaneous searches were carried out yesterday at the residences of Rao in Hyderabad, Gonzalves and Farreira in Mumbai, trade union activist Sudha Bhardwaj in Faridabad and civil liberties activist Gautam Navalakha in New Delhi, a senior police official had said.

Subsequently, Rao, Bhardwaj, Farreira, Gonzalves and Navalakha were arrested under IPC Section 153 (A), which relates to promoting enmity between different groups on grounds of religion, race, place or birth, residence, language and committing acts prejudicial to maintenance of harmony, said the official.

Some other sections of the IPC were also pressed against those arrested, along with Unlawful Activities (Prevention) Act for their "alleged Naxal activities," said the police official, without elaborating.

Five people allegedly having close Maoist links were arrested in June from Mumbai, Nagpur and Delhi in connection with Elgar Parishad event held on December 31 last year which had later triggered violence at Koregaon-Bhima village in Pune district.

Provocative speeches were made at the Elgar Parishad event which triggered the violence at Koregaon-Bhima, according to an FIR registered at the Vishrambaug police station here after the event.

Muzaffarnagar (UP) Aug 25: Three people, including the parents, were held guilty for murdering a three-year-old girl by a court here.

Additional District and Sessions Judge Ajay Kumar held Shamim, the father of the girl, his wife Khushnaseeb and their friend Zahir Abbas guilty under sections 302 (murder) and 120B (criminal conspiracy) of the Indian Penal Code (IPC) yesterday and reserved the order on the quantum of punishment till August 28.

According to government lawyer Ritu Choudhary, three-year-old Liba was killed by the convicts by slitting her throat in Nagla Bajurg village under the Bhopa police station in the district on May 2.

Choudhary submitted before the court that the crime was committed by the convicts with a design to implicate Shamim's brother over an old enmity.

After committing the crime, Shamim had lodged a police complaint against his brother for kidnapping his daughter.

During investigation, Shamim, Khushnaseeb and Abbas's involvement in the crime came to light and the police filed the chargesheet in the case within 14 days.

The court was hearing the case on a daily basis and pronounced its verdict within two-and-a-half months.

New Delhi, Aug 20: The CBI's Special Investigation Team (SIT) today told the Supreme Court that it had filed another charge sheet in connection with the alleged fake encounters by the Army, Assam Rifles and police in Manipur.

On July 30, the Central Bureau of Investigation (CBI) informed the apex court that its had filed two charge sheets before the competent court in connection with the cases.

During the brief hearing today, a bench comprising Justices Madan B Lokur and U U Lalit asked the SIT to file its next status report in the alleged fake encounter cases by September 1.

The bench said that it would hear the matter on September 4, along with a separate petition filed by over 300 Army personnel who have challenged the registration of FIRs against members of the armed forces for carrying out operations in Manipur and Jammu and Kashmir where the Armed Forces (Special Powers) Act (AFSPA) is in force.

At the outset, the bench perused the status report filed by the SIT and observed, "one more charge sheet appears to have been filed".

"That's right," Attorney General K K Venugopal told the bench and said that a charge sheet has been filed in the case by the probe agency.

To this, the bench said that another case "is coming up for hearing on September 4. We will take it up on September 4".

The bench also said that CBI director Alok Kumar Verma, who was present in the court, need not come on the next date of hearing.

An advocate, assisting the court as an amicus curiae in the matter, referred to a media report and said that after the last date of hearing on July 30, the CBI spokesperson had issued a statement in which he had said that the SIT had not received relevant documents related to the cases from the armed forces.

"There is some disconnect in getting the documents. It is not clear as to how many FIRs are there against the armed forces," the amicus said, adding that "cooperation is needed as far as handing over of documents are concerned".

The Attorney General told the court that originally there were some issues regarding handing over of documents but now the CBI director has said that all the relevant documents have been received by the SIT.

The court had on July 30 said that the matter involved the issue of "life and death" of people and asked the CBI's SIT to expeditiously complete its investigation into these cases.

The CBI had informed the court that 14 persons have been charge-sheeted in the first two cases for the alleged offences of murder, criminal conspiracy and destruction of evidence under the provisions of Indian Penal Code (IPC).

The CBI director was earlier summoned by the apex court which was unhappy over the "unduly long time" taken by the SIT in probing the cases of alleged extra-judicial killings and fake encounters in Manipur.

The court, which is hearing a PIL seeking a probe into as many as 1,528 cases of alleged extra-judicial killings in Manipur, had on July 14 last year constituted the SIT.

Muzaffarnagar, Aug 11: A 14-year-old boy was allegedly sodomised by a dhaba owner at a village here, police said today.

The boy and his friends had gone to Haridwar during the Kanwar yatra. On their way back, they took up work at the dhaba as they had run out of money, Circle Officer Rizwan Ahmad said.

The incident took place yesterday, following which the boy lodged a complaint. The man has been arrested,the officer said

The accused had also threatened the victim with dire consequences if he reported the matter, the SHO said.

According to the medical report, the boy was sodomised, the officer said.

The man was booked under relevant sections of the Indian Penal Code (IPC), including 377 (unnatural offences) and 506 (criminal intimidation), and provisions of the Protection of Children from Sexual Offences Act.

In another incident,a 22-year-old man was arrested for attempting to rape a 16-year-old girl here yesterday, police said.

Station House Officer V C Tiwari said the accused entered the girl's house and attempted to rape her.

He said a case was registered following a complaint by the girl's father.

Thane (Maha), Jul 31: A man has been booked for allegedly duping around 40 people to the tune of Rs 60 lakh by promising to get them jobs at government medical colleges in Maharashtra, police said today.

A Thane city resident, who is one of the victims, approached the police last evening and said in January 2010 he had met the accused (age not known), who claimed to be working on a senior position in a government medical college in Kolhapur.

The complainant, who runs a security agency, expressed desire to expand his business and Bhosle offered to help, claiming that he was an influential person and had contacts with prominent personalities, Thane Police PRO Sukhada Narkar said.

Lured by the offer, the complainant and some of his relatives and friends allegedly paid Rs 1.5 lakh to Rs 2 lakh each to the accused to get work opportunities at medical colleges in Kolhapur, Pune, Nagpur and other places, she said.

The complainant alleged that the accused duped nearly 40 people this way to the tune of Rs 60 lakh, Narkar said.

The accused also created a fake website and posted a list of selected persons, from whom he had taken money, and gave them bogus appointment letters.

However, when the victims did not get jobs, they realised that they were cheated, she said, adding that the accused also refused to refund their money.

The complainant further alleged that the accused had earlier also cheated people by claiming to be a doctor and forging signatures of a senior politician, Narkar said.

The Vartak Nagar police in Thane lodged an FIR against the accused yesterday under IPC sections pertaining to cheating, forgery and criminal breach of trust, and also provisions of the Information Technology Act, she said.

The police are investigating the matter, Narkar said, adding that no arrest has been made so far.

Mumbai, Jul 30: A 22-year-old man was arrested from Mumbai after he allegedly called up the National Security Guard (NSG) control room and warned of a "chemical attack" on the prime minister, the police said today.

Kashinath Mandal, who worked as a security guard, was arrested by the D B Marg Police in central Mumbai on July 27, an official said.

He obtained the contact number of the NSG control room in New Delhi and called up there on Friday, warning of a "chemical attack" on the prime minister, the official said.

The NSG tracked the number to Mumbai and informed the police here about the call.

The police then traced Mandal - a native of Jharkhand and staying at a hutment in Walkeshwar area here - and arrested him from the Mumbai Central Railway Station when he was about to board a Surat-bound train, he said.

The official said that during interrogation, Mandal told the police that his friend was recently killed in a Naxal attack in Jharkhand and in this context he wanted to meet the prime minister.

Following the arrest, the accused was produced in a court which remanded him in police custody till today.

He will be produced in the court again later in the day, the official said.

Mandal has been booked under IPC sections 505 (1) and (2) (making, publishing or circulating any statement, rumour or report creating or promoting enmity, hatred or ill-will between classes) and 182 (false information with intent to cause public servant to use his lawful power to the injury of another person), he added.

Shimla, Jul 21: The Himchal Pradesh Police today claimed to have caught a man, who was a proclaimed offender in a murder case registered four years ago in Odisha.

Upendra Kumar, from Panipat in Haryana, was initially arrested in connection with a case of illicit liquor registered against him under the Himachal Pradesh Excise Act, 2011 on July 17, Sirmaur Superintendent of Police Rohit Malpani said.

The SP said that he was interrogated by the Paonta Sahib station house officer during his police remand till July 23, where he admitted to committing the crime four years ago.

After providing information, the Odisha Police confirmed that an FIR was registered against Kumar under Sections 302 and 34 of the Indian Penal Code (IPC) on September 11, 2014, he added.

Malpani said that a team of the Odisha Police would soon come to Paonta Sahib to get his custody transferred to them.

Guwahati, Jul 17: Activists campaigning against superstition have welcomed the Presidential nod to the Assam Anti-Witch Hunting Bill but say policing alone cannot deal with the problem which has to overcome by creating awareness in society.

The Assam Assembly had unanimously passed the Assam Witch Hunting (Prohibition, Prevention and Protection) Bill, 2015 on August 13, 2015 and had forwarded it to the Centre for final approval. The President of India gave his assent only last month.

Birubala Rabha, who has been crusading against witch hunting, said it is was very good step but the most important thing was to make people aware and strict enforcement of laws.

"We have been working our whole life against all odds without any support from law. But now because of this Act, those involved in killing people by branding them as witches will think twice before committing the crime," she told.

Rabha and her NGO 'Mission Birubala' have been working in severe hostile situations in remote places where villagers have tried to kill the 'iron lady' by branding her as a witch on several occasions.

Assam Additional Director General of Police (CID) Anil Kumar Jha said between 2001 and 2017, 193 people -- 114 women and 79 men -- have been branded as witches and killed across Assam.

"Police have registered 202 cases during this period. The worst is Kokrajhar district, where 56 cases were reported. It is followed by Chirang with 24, Udalguri with 15 and Baksa with 11 cases," he added.

All the four districts comprise the Bodoland Territorial Area districts.

Jha said, "The new Act is of course a positive step for society to tackle the witch-hunting menace. But the solution of witch hunting problem lies in the active participation of all stakeholders of society."

Renowned theatre personality and film maker Sitanath Lahkar said it will not be so easy to eliminate the heinous crime.

"This is an ugliest form of superstition and has been continuing for thousands of years. Enacting this Act is a real welcome step, but we cannot eliminate witch hunting only by police method. Witch hunting has no reason at all and is shrouded with darkness of superstition, which has to be overcome by society itself," he added.

Lahkar's widely-appreciated 'Aei Maatite' is the first Assamese full-length feature film on this burning problem and is being screened at various rural places with the help of local groups.

He has also written a few stage and street plays on the witch hunting menace and staged them across the state with the help of his group -- Samahar Natya Gosthee.

Welcoming the President's move, Lurinjyoti Gogoi, the General Secretary of the powerful All Assam Students' Union (AASU), which has been working for creating awareness among the people, said providing basic infrastructure in remote areas is essential to eliminate this menace from society.

"It is really unfortunate that even in the 21st Century, such incidents are taking place. It is a shame on our civilisation. Only law cannot eradicate such a practice, which is so deep rooted. People must be given education and government must launch a massive awareness drive," he added.

Gogoi also demanded the government provide facilities such as healthcare, drinking water and schools in areas where witch hunting menace is rampant.

The Assam Witch Hunting (Prohibition, Prevention and Protection) Act, 2015 makes every offence related to witch hunting as cognizable, non-bailable and non-compoundable, making provisions for imprisonment up to seven years along with a fine of up to Rs 5 lakh for identifying and calling a person a witch.

This will come with Section 302 of the IPC if someone is killed after branding as a witch.

The punishment for leading a person to commit suicide after intimidating, stigmatising, defaming and accusing as witch may be extended to life imprisonment and a fine up to Rs 5 lakh.

The Act also talks about various measures that the administration and police need to initiate along with NGOs and civil society to educate people about witch hunting.

Besides, the Act said the fine realised as punishment for an offence shall be paid to the victim or his/her next of kin as compensation by following due procedures.

Patna, July 13: A court here has convicted two woman teachers of a renowned English-medium school for "unnatural sexual act" with a five-year-old girl student.

The order was passed yesterday by Special POCSO judge Ravindra Nath Tripathi, who fixed July 20 as the date for deciding the quantum of sentence for Nutan Joseph and Indu Anand.

Special Public Prosecutor Suresh Chandra Prasad said the two women have been held guilty under relevant sections of the IPC as well as the Protection of Children from Sexual Offences (POCSO) Act.

Joseph and Anand were arrested in November, 2016, after the girl's parents lodged a complaint against them at Mahila Thana here. According to the FIR, the parents had said that the two teachers asked their 5-year-old girl to undress in a classroom and then sexually assaulted her.

A medical test conducted on the minor also confirmed the assault.

Mumbai, Jul 3: The police has booked a 23-year- old Israeli national in connection with the death of his girlfriend in a hotel here last year, an official said today.

Oriron Yakov was yesterday booked under IPC section related to culpable homicide not amounting to murder after the forensic science lab's report confirmed that his 20-year-old girlfriend, also an Israeli national, had died of suffocation during an act of sexual intercourse, he said.

The incident had taken place happened in March last year when Yakov and the woman visited India on a tourist visa and stayed at a hotel in Colaba area of south Mumbai, the police official said.

During an act of sexual intercourse in their hotel room, Yakov allegedly applied pressure on the woman's neck and she got suffocated, he said.

The police later rushed to the hotel after Yakov informed the staff that his girlfriend was lying motionless in the room, he said.

The woman was taken to a hospital where she was declared dead, he said, adding that a case of accidental death was registered at that time as the exact cause of her demise was not known.

The woman's family members had later taken the body to Israel, he said.

The official said that the police recently received the forensic lab's report which mentioned that the woman died of suffocation.

Based on findings of the report, the police registered a case against Yakov, who is currently in Israel, he said, adding that a probe was on in the case.

Thane (Maha), Jun30: A 28-year-old man has been arrested for allegedly raping a 25-year-old woman on several occasions after promising to marry her in the adjoining Palghar district, police said today.

The accused, Chetan Patil, a resident of Wada taluka of Palghar district, was arrested last evening, they said.

Patil, a driver by profession, has been booked under relevant sections of the IPC and also the Scheduled Castes and Tribes (Prevention of Atrocities) Act as the victim is a Dalit, said Deputy Superintendent of Police (Jawhar division) Suresh Gadge, who is probing the case.

According to a complaint filed by the victim, also a resident of Wada, the accused has since 2012 raped her on several occasions on the pretext of marriage.

However, he never fulfilled his promise of marrying the woman, the police said.

New Delhi, Jun 29: A sedition complaint has been filed in a Delhi court against senior Congress leader Ghulam Nabi Azad for his alleged remarks that more civilians were being killed in army operations in Jammu and Kashmir than terrorists.

The plea filed by an advocate has sought action against the politician for offences under sections 124 (sedition), 120B (criminal conspiracy) and 505 (1) (spreading rumour about army/navy/air force official which is likely to cause mutiny) of the IPC, claiming that the alleged remarks were painting the Army as killers of innocents which was "nothing less than waging war against the country".

The matter has been listed for hearing tomorrow before a magisterial court here.

According to the complaint lodged by advocate Shashi Bhushan, in a TV interview on June 22, Azad had allegedly said the "Indian Army in Jammu and Kashmir was killing more civilians than terrorists during military operations in the state."

The complaint also accused the former J and K Chief Minister of spreading hatred and trying to malign the country's image.

Guwahati, Jun: In a case of moral policing, a mob waylaid an unmarried couple going on a motorcycle and assaulted them for travelling together, police said today.
The incident went viral on social media following which two persons have been arrested.
The mob waylaid the couple in their 20s and assaulted them at Pukhurpur village in Rongjuli area on June 19.
The brother of the man, who was attacked, has claimed that villagers later held a meeting and forced the two to get married.
Assam Director General of Police Kuladhar Saikia said that as no case was filed, the police registered a suo motu case and investigations were on.
While one person was arrested yesterday, another person was picked up this morning, police said.
They were booked under various IPC sections including 342 (wrongful confinement), 325 (voluntarily causing grievous hurt) and 354b (assault or use of criminal force to woman with intent to disrobe).

Lucknow, May 18: Heads of seven senior officials of the Uttar Pradesh State Bridge Corporation are likely to roll in the Varanasi flyover collapse in which 18 people were killed on Tuesday.
The three-member probe committee formed by Chief Minister Yogi Adityanath to enquire the reasons for the collapse of a section of the under-construction flyover in Varanasi submitted its report on late Thursday night to the government and has named seven officials for the lapses.
Official sources here on Friday disclosed that the government was considering to lodge an FIR against these erring officials and later they could be arrested too.
Varanasi district authorities have already lodged an FIR against officials and the agencies working at the incident site under section 304,308 and 427 of the IPC.
The committee headed by State Agriculture Production Commissioner (APC) Raj Pratap Singh, also pointed out six major lapses in the project because of which the incident occurred.Chief engineer of irrigation department Bhupindra Sharma and Jal Nigam MD Rajesh Mittal, were the other two members of the committee.
The probe committee has recommended strict disciplinary action against seven officials including managing director Rajan Mittal, chief project manager SC Tiwari, former project manager Genda Lal, project manager KR Sudan, assistant project manager Rajendra Singh and junior project managers Rajesh Pal and Lal Chand.
The last four officials have already been suspended after the incident on Tuesday while on Thursday, the MD Rajan Mittal was removed from the post.
The probe committee found that the drawings used in the construction had not been approved by competent officer of the department. The high-level probe panel has further pointed out in its report that the beams laid between the columns had not been tied with the cross beams.
The report further says that the UP State Bridge Corporation Limited did not maintain record of the batch mix plant because of which the ratio of cement, sand and grit used to cast the beams was not affirmatively as per the set standards and had also not been checked by competent officials at regular intervals.
Moreover, the working unit at the spot involved in mixing the concrete did not have the requisite check list.
The committee further said that after carrying out inspections, the officers were not issuing their remarks after the inspection.
Most importantly, the team found that the agency had not carried out any kind of barricading at the construction site and had not provided an alternative route for movement of traffic on the stretch.
The CM has directed officials to ensure that similar lapses are not repeated in any construction work in the state.
Meanwhile another committee set up by the PWD was also probing the technical lapses in the incident . The three member committee will submit its report within a fortnight. UNI

Juba, May 18: In South Sudan, food insecurity continues to deteriorate to Emergency (IPC Phase 4) due to displacement, restrictions on movement and trade flows, and limited access to normal livelihoods activities.
As measured on the latest Integrated Food Security Phase Classification (IPC), 63 per cent of the total population is expected to face severe food insecurity in the absence of comprehensive humanitarian assistance in the period May to July 2018 and nearly 261 500 children will suffer from severe acute malnutrition, out of which at least 10 to 20 per cent are expected to develop medical complications associated with SAM.
To reduce the health impact of the current nutrition emergency in areas with the highest burden of acute malnutrition, WHO through its integrated health, nutrition and water, sanitation and hygiene (WASH) interventions is improving the treatment of Severe Acute Malnutrition (SAM) with medical complications in stabilisation centers (SC).
“Treatment of acute malnutrition requires multi-sectoral approach, including the provision of quality healthcare services and supplies, safe water, improved sanitation and proper hygiene services”, says Marina Adrianopoli, Technical Officer for Nutrition at the WHO South Sudan.
In an effort to close child survival gaps, the World Health Organisation (WHO) in collaboration with the nutrition cluster is providing comprehensive training of trainers (ToT) on management of severe acute malnutrition (SAM) with medical complications (MC), water quality control system, psychosocial support to caretakers of admitted children and monitoring/supporting functionality and quality of SC services in former Western Bahr el Ghazal and Warrap states.
This ToT which brought together 17 health workers from six nutritional stabilisation centers in Western Bahr el Ghazal and Warrap aimed at improving the quality of services in nutrition stabilisation centers and reducing the death rate resulting from the mismanagement of SAM cases.
The trainings are part of a programme designed by WHO in coordination with the health authorities and nutrition cluster to respond to the food security crisis and build the capacity of the Ministry of Health and partners nutrition cadres to roll out the new National Guidelines on Inpatient Management of SAM/MC, expand the training program using national facilitators and increase the efficiency and effective day-to-day running of stabilisation centers across the country.
Thanks to the continued support of our donor – the South Sudan Humanitarian Fund (SSHF), “the trainings are lifesaving interventions for early identification, referral and timely treatment of malnourished children” says Mr Evans Liyosi, WHO Representative a.i. for South Sudan. By the end of September 2018, about 4 704 children and care takers are expected to benefit from the services provided by WHO and partners.
In addition to the ToT conducted for partners operating in Unity, Western Bahr el Ghazal and Warrap another three training courses on management of acute malnutrition with medical complications will be cascaded for a total of 80 participants from the former Jonglei and Eastern Equatoria States.
As a way of monitoring progress throughout treatment, WHO Stabilization Center Functionality Monitoring Tool, has been introduced to explore key aspects on the quality of care in stabilisation centers, to identify challenges in the delivery of inpatient medical and nutritional care, focusing on ward setup and structure, availability of supplies, job aides, equipment and staff.
The tool also helps to address challenges through immediate and medium-term actions and promotes results-oriented activities.
In order to provide treatment to severely malnourished children suffering from medical complications, WHO also distributes SAM kits to Wau Teaching hospital, Wau PoC clinic, and Raja Hospital to support affected population in counties with high rates of Global Acute Malnutrition (GAM), in the former Western Bahr el Ghazal State.
The WHO SAM kit includes antibiotics, antifungal, de-worming, antimalarial and anti-scabies medicines, and a rehydration mix specific to treat cases of SAM. UNI



Thane, May 12: The Thane city police on Saturday claimed to have busted a major ATM racket and arrested six people in connection with duping of account holders and siphoning off their monies.
Addressing a press conference here on Friday evening, Assistant Commissioner of Police Crime Mukund Hatote told mediapersons that acting on a tip-off, the police personnel of the Crime Unit V Wagle led by Inspector Jairaj Ranware laid a trap at Naigaon on the Mumbai Ahmedabad highway on May 10.
Upon interrogation, the arrested revealed that they indulged in hacking the ATM machines and stealing the pin codes and siphoning of the money from the account of the account holders. They kept a watch at the ATM centres and under the pretext of helping the visitors, stole their PIN codes which later used to withdraw the monies.
The police said that the six have been booked under offence registered with the Varatak Nagar police station under sections 420,406 rw34 of the IPC.
They indulged in similar crimes in Bhiwandi, Kalyan, Sahapur, Sahapur, Nalla Sopara, Vasai, Virar, Mumbra, Kopri, Panvel, Padgha and Dahisar in the similar manner and hacked the ATMs.
A verification of the records of the arrested revealed that they had indulged in the similar crimes in Thane Naupada, Chitalsar, Mumbra, Bhiwandi, Narpoli, Shantinagar and Tulinj, Virar. They were also involved in crimes in Navghar, Mira Road, Bhayander, Sahapur, Naya Nagar where a total of 26 such offences are registered.
The arrested are-- Amitabh @ Aftab Jahir Alam Khan, 28, Santosh Omprakash Giri, 38, Kaesh Yadav,27, Vijay Pandey,48, Alok Singh, 30 and Ahmed Hussain Khan, 24.
The police have recovered as many as 13 debit cards of different banks from their possession.
The police also said that further interrogation of the accused revealed that offences have been registered against Aftab with the police stations at Devgaon, Azamgadh, Sidhari, Mubarakpur, Jalalpur and Jounpur of UP earlier.
A total of six offences have been registered against him and currently, he was out on bail. Similarly, offences have been registered against giri with Fulpur Kotwarli police station of UP all offences regarding the ATM fraud.
Additionally Giri used to work as a Producer Manager at the Film City and into providing of vanity van, catering, and other services of boys, including light boys for the shootings.
According to a conservative estimate, so far, the gang had duped the account holders to the tune of around Rs 10-12 lakhs, the police said. UNI



Tripura, May 09: After long 9-year Police nabbed a terrorist here in the bordering subdivision of Kamalpur in the northern Tripura district of Dhalai and produced him before the Sessions Court in the bordering subdivision of Kailasahar in Unakoti district as his cases left pending there.
According to the information, acting on a tip off, Subdivisional Police Officer (SDPO) of Kamalpur Sankar Das led a special raid at Nepaltila under Manughat police station in neighbouring Unakoti district the day before.
There police nabbed the terrorist Dilip Debbarma who was originally hailed from Saikarbari area under Kamalpur police station. The raid was conducted at around 5 pm. Then he was taken to the Sessions Court at Kailasahar where both of his two cases left pending. It might be mentioned here that two separate cases were lodged against Dilip Debbarma one at Kamalpur police station and another at Manughat police station.
At Kamalpur police station 51/99 case was registered under section 364, 34 of IPC. And 64/2000 number case was lodged with Manughat police station under sections 307 of IPC and 27 of Arms Act.
Dilip was a wanted terrorist for 19 years who acted for banned terrorist outfit National Liberation Front of Twipra(NLFT) Biswamohan faction.
Dilip was being able to fool police for a long time but could not escape at last. And this success has been considered as a great one for police. UNI
