SRINAGAR, MAY 24: A meeting of the Committee on Subordinate Legislation of Jammu and Kashmir Legislative Council was held under the Chairmanship of MLC, Ashok Khajuria here today.
Legislators, Mohammad Muzaffar Paray, Dr. Shehnaz Ganai and Vikram Randhawa attended the meeting and gave their valuable suggestions to improve the functioning of the Committee and make it result oriented.
The Committee held detailed discussion on the rules, regulations and Act of J&K Public Service Commission (PSC). It was decided that the reply furnished by the PSC on the queries raised by the Committee would be discussed in its next meeting after scrutinizing by the members of the Committee.
The Committee directed the Council Secretariat to call Secretary PSC before the Committee to brief it about the latest status of pending Court cases of the PSC. The higher authorities of different concerned departments were directed to furnish their replies before the Committee within a stipulated time frame for the scrutiny of papers by the members of the Committee.
It was decided in the meeting that the next meeting of the Committee will be held on 1st June, 2018 at Council Secretariat.
Officers and officials of Council Secretariat were also present in the meeting.

SRINAGAR, MAY 24: Minister for Forest, Environment and Ecology, Rajiv Jasrotia chaired the review meeting regarding progress on diversion of forest land cases under forest conservation act pertaining to PMGSY, PWD and R&B departments in all the forest divisions of J&K here today.
The meeting was attended by Minister of State for Forest, Ecology and Environment, Zahoor Ahmad Mir, Minister of State for Education Shakti Raj, Commissioner Secretary Forest  Saurabh Bhagat, Principal Chief Conservator Forests M M Pant, Chief Conservator of Forests Kashmir Farooq Geelani, Chief Engineers PWD and R&B besides Conservator of Forests and District Forest Officers from Jammu and Kashmir range.
On the occasion, Jasrotia stressed on R&B and PMGSY departments that no laxity would be allowed as far as joint surveys and inspections are concerned.
Minister directed the concerned officials to expedite the demarcation between the forest department and indenting agencies in twin divisions of Jammu and Kashmir so that   road cases that are lying pending are taken on priority.
He said that government is committed to better infrastructure and would ensure that the promise is fulfilled in letter and spirit and asked the concerned officers to work with dedication with regard to forest clearances and facilitate development projects execution.
The Minister directed Commissioner Secretary to call a meeting of all DC’s through Chief Secretary for expediting the transfer of alternate state land so that over all process of forest clearances becomes easy and fast.
He also directed to conduct joint surveys and inspections and submit cases on fast track basis in a time-bound manner so that these projects are completed well in time.
The executing agencies and the DFOs were directed to work hard in a coordinated manner for forest clearance cases.

KUPWARA, MAY 24: Deputy Commissioner Kupwara, Khalid Jahangir, today convened a meeting to review the micro-level plans under the Transformation of Aspirational Districts (TAD) programme of Government of India.
The meeting took a comprehensive review of activity plans under key sectors of transformation including health, nutrition, education, basic infrastructure and skill development.
The DC impressed upon all present to accelerate the pace of progress on the already identified outcome indicators by rolling out activity plans formulated under the TAD programme. He directed the concerned district officers to constitute teams at the grassroots level for achieving defined goals within the stipulated timeframe.
Pertinently, various activities are being carried out in the Kupwara district after being identified as the aspirational district. The district has done remarkably well in rolling out the plan and has achieved the third rank out of 115 districts identified from across the country under the TAD programme.
The TAD programme launched by the Prime Minister in January this year involves convergence (of central and state schemes), collaboration (of Central, State level ‘Prabhari’ officers and district collectors) and competition among districts driven by a mass movement. It aims to quickly and effectively transform districts.

GANDERBAL, MAY 24: Deputy Commissioner Ganderbal, Dr. Piyush Singla, today convened a meeting to review the progress of Srinagar Sonamarg Gumri (SSG) road being executed and maintained by Beacon authorities.
The meeting held threadbare discussions on the removal of bottlenecks and land acquisition for the SSG road, informing that an amount of Rs. 64.52 crore has been spent on the acquisition of 1103 kanals of land for the road.
The DC asked the Beacon authorities to release an additional amount of Rs 57 crore for the completion of the road. He instructed the concerned departments to work in coordination for the earliest possible completion of this prestigious road project.
Dr Singla also directed the line departments, including PDD, PHE and I&FC, not to execute any projects or schemes without obtaining consent from the Beacon authorities.
Concerns as raised by the Defense Estates with regard to the land under their possession in Sonamarg were also discussed during the meeting. It was informed that the Revenue department under close of supervision of the concerned ACR has undertaken the required demarcation and that necessary instructions in this regard will be issues soon.
The meeting was attended by ACR Ganderbal, SDM Kangan, CEO Sonamarg Development Authority, Defense Estate Officer Kashmir, Commanding Officer 118 BN CRPF Gund, Officer Commanding 122 RCC C/O 56 APO, EEs PDD and PHE and other concerned officers.

SRINAGAR, MAY 24:  The Department Related Standing Committee (DRSC-II) of Jammu and Kashmir Legislative Council today reviewed the functioning of Rural Development Department (RDD) in the meeting held under the Chairmanship of MLC, Naresh Kumar Gupta here today.
The meeting was attended by Secretary, RDD Sheetal Nanda; Additional Secretary RDD, Rakesh Kumar, Joint Director Planning, S. Shabir Sofi, committee members, ADCs, DPOs and other official of RDD.   
Secretary RDD briefed the Committee about the functioning of department and replied to the queries raised by the Members.
In the meeting, the Committee had detailed discussion on the issues related to the budget allotment, with expenditure under different state and central schemes including MGNREGA, PMAY, Swach Bharat Mission and Integrated Watershed Management Programme(IWMP).
The committee was informed that under Swach Bharat Mission program 80 percent target of Open Defecation Free(ODF) was achieved and 100 percent funds are utilized. Committee was also informed that 5 districts in Kashmir and Ladakh region are declared ODF.  
Chairman, Naresh Kumar Gupta directed the concerned authorities to prepare a detailed power point presentation on the achievements relating to constructed sanitation toilet points in the next meeting with role of Block Development Officers and Block Level Workers on this account.
To achieve the goal of Swatch Bharat Mission, the committee asked for valuable recommendation from the official present in the meeting to make it vibrant and result oriented.
Similarly, financial and physical progress of integrated Watershed Management Programme (IWMP) and Pradhan Mantri Awaaz Yojana were reviewed in the meeting.
The other issues which were discussed prominently during the meeting included, major initiative   taken under MGNREGA, liabilities created under MGNREGA, fund utilization, employment generation, wage disbursement and how much plantation under MGNREGA, has been made and norms adopted in this regard for making plantation and location.
Showing satisfaction on the achievements under MGNREGA, the committee directed the officials to follow proper procurement of material as per protocol and asked for details of material procurement presently and previously and fund utilization at block level in the next meeting.
While reviewing the overall functioning of the Department, the Committee expressed satisfaction over the performance on various components and observed that the department must update all programmes and works should be carried out strictly as per the guideline and instructions of the Central and State Governments to achieve the objective of these schemes.
Members of committee raised issue regarding ODF programme, taking a strong note of the issue the chairman directed the Secretary to look into the matter and said that schemes are formulated for the welfare of poor people and to ensure holistic development in the rural areas and their affective monitoring is must to achieve desired results as envisaged in the spirit of schemes.

Receiving Station inaugurated, work commissioned on 3 more in Srinagar
SRINAGAR, MAY 24: - The Minister for Power Sunil Sharma has said that the government is committed to augment the power infra by way of ensuring effective implementation of various programmes in transmission and distribution sector so that the Prime Ministers initiative of providing uninterrupted power supply to the people of the state is fulfilled.
The Minister was addressing a series of public gathering after inaugurating and laying foundation of various receiving stations here today.
Minister for FCS&CA Muhammad Ashraf Mir and Minister of State for PDD, Housing and Urban Development, Asiea Naqash were also present on the occasion. The Ministers inaugurated 33/ 11 Kv receiving station at Industrial area Khonmoh under centrally sponsored scheme PMDP. The Ministers also laid the foundation stone of three receiving stations including 33/11Kv Receiving station at Tailbal, 33/ 11KV capacity receiving station at Gassi Batpora and another one of equal capacity at Bhagwanpora under RAPDRP-B.
While referring to several initiatives undertaken for strengthening the transmission distribution system in the State, the Minister said that Union Government has sanctioned Rs 1189.59 crore under PMDP for strengthening transmission system at 220kV and 132kV level. “Tenders for all schemes in both Jammu and Kashmir provinces stand issued,” he added.
The Minister said in order to reduce AT&C losses; strengthen the sub-transmission distribution network and electrification of un-electrified household, schemes like RAPDRP, IPDS, DDUGJY & RGGVY Phase-II and Prime Minister's Development Package (PMDP) had been undertaken.
Sunil Sharma said the schemes should be undertaken on a mission mode so that they are successfully and speedily implemented. He said the state would fully supplement the central initiatives so that these programs are completed within the stipulated time-frame.“The Prime Minister's vision of providing 24x7 electricity to every household of the state would be implemented in transparent and an efficient manner," he said.
The Minister said that that there are 30 projects undertaken to improve transmission network in the state under Prime Minister’s development package where as several projects are underway for improving the distribution sector and most of these would be completed within the stipulated timelines. He said that the officers have been told to expedite work on all the projects so that their time-bound completion is ensured. He further said that the Department needs to gear up to meet people's expectations since there is no shortage of earmarked funds for these projects.
Asiea Naqash said that the entire power sector in the state will be revolutionized in the coming time. She said that with major reforms underway, the state is getting closer to the goal of having uninterrupted electricity for all.
Chief Engineers, Shahnaz Goni, Daljeet Singh, Muzaffar Mattoo and other senior officers were present on the occasion.

SRINAGAR, MAY 24: Minister for Finance, Labour and Employment, Syed Mohammad Altaf Bukhari today chaired a meeting to discuss the release of funds for the procurement of food grains for distribution to the consumers of the state.
The meeting was attended by Minister for Food Civil Supplies and Consumer Affairs (FCS&CA) Mohammad Ashraf Mir, Principal Secretary Finance Navin Kumar Chaudhary, Commissioner Secretary FCS&CA, Dr Abdul Rashid, Director Budget, Financial Advisor FCS&CA and other senior officers of the departments.
The meeting discussed threadbare the issues regarding the procurement of food grains including rice, wheat and sugar and the allocation of funds for the same.
The Minister asked the department to reconcile with the amount required to procure food grains from Food Corporation of India (FCI). He asked the officials to put their heads together to make a proposal for allocation of fundswithin two days so that further action with regard to the release of funds is taken.
Bukhari urged the officials to expedite the process so that food grains can be procured at earliest and people do not suffer any hardships. He said the government is committed to provide quality food grains to the consumers and urged the officials to take extra care to ensure quality food grains are supplied to the state.

Minister review ‘Annual Developmental Plan’ of Public Works Deptt
SRINAGAR, MAY 24: With an aim to open up economic opportunities in the state through better connectivity, Minister for Public Works and Culture, Naeem Akhtar, today reviewed the ‘Annual Developmental Plan’ of the Works Department for the current financial year at a high-level meeting in his office chamber here.
Minister for Finance, Labour & Employment, Syed Mohammad Altaf Bukhari, Minister of State for PWD, Shakti Raj Parihar, Chief Secretary, B B Vyas,Principal Secretary, Finance, Navin K Chaudhary, Principal Secretary Planning & Development, Rohit Kansal, Commissioner Secretary, Public Works Department, Sanjeev Verma, Director General, Planning and Development, Shahzada Bilal, Chief Engineer, R&B and other officers of the Finance and Public Works Department were present at the meeting.
“Last year, new records were set by Jammu and Kashmir in infrastructure development. Our hardworking engineers and workers macadamised record road length under different centrally sponsored schemes. This year, we must resolve to move a step ahead in fulfilling the developmental agenda of our government,” Akhtar said, adding that the new projects will flip the process of infrastructure development in the state.
The Works Minister said Jammu and Kashmir is undergoing a new era of progress and prosperity under the leadership of Chief Minister Mehbooba Mufti and the economic transformation taking place in the state will go a long way in addressing the development deficit faced by the state over the last three decades.
During the meeting, the Minister was apprised about various connectivity projects that will be taken up in Jammu and Kashmir by the Works Department, including macadamisation of old roads, construction of new roads and bridges, etc. during this financial year.
“Jammu and Kashmir will be taking up record number of new projects under various centrally sponsored schemes like Central Road Fund, Pradhan Mantri Gram SadakYojna, NABARD, etc which will transform the economic landscape of the state and open up new avenues of opportunities,” Akhtar said.
Under CRF, 67 new projects have been sanctioned by the Ministry of Road, Transport and Highways for Jammu and Kashmir for the current financial year.  Similarly, under NABARD, 128 new projects, including 11 bridges, have been sanctioned for the state. 
During the meeting, the issue of unpaid claims of contractors was also discussed in detail and it was agreed that the Planning and Finance departments shall work out a substantial amount to be provided to the Works department to take care of any liabilities.

SRINAGAR, MAY 24: A deputation of the custodians (Mujawirs) of Dargah Hazrabal shrine met the Chief Minister, Mehbooba Mufti here today.
The deputation sought construction of more washrooms to meet the rush of the devotees and improvement of the existing ones. They also demanded construction of sarai for the devotees wishing to stay for nights at the shrine complex.
The deputation also demanded pacing up of beautification process of the shrine complex and widening of the road leading to the shrine.
The Chief Minister, who is also the chairperson of the J&K Wakf Board, assured the deputation to look into their demands and suggestions and take appropriate action accordingly.

Srinagar, May 22: J&K Bank will be creating a separate vertical for start-ups to foster entrepreneurship, especially micro and small enterprises segment, in all districts, blocks and panchayats in the state. The vertical once set up will draw the processes and procedures to offer single window facilitation to prospective entrepreneurs with the aim of handholding the budding entrepreneurs at the outset/inception phases.  
This was announced by the J&K Bank Chairman & CEO Parvez Ahmed after the conclusion of the Policy Consultative Workshop for Academic leaders presided over by Governor, NN Vohra. The workshop was held with the aim to bring all stakeholders of the entrepreneurial ecosystem under one roof to chalk out the roadmap for development of Start Up culture in the state. Notably, during the workshop the Governor had emphasized the need to promote and integrate the efforts to support start-up movements involving all Universities, JK Bank and key stakeholders of National startup ecosystem.
The J&K Bank Chairman & CEO, Parvez Ahmed had shared the role of financial institutions in creating start-up environment and confirmed Bank’s intention to channelize all resources to support entrepreneurs through the Start-Up Centers. The initiative by JK Bank is in congruence with Governor’s vision to hand-hold start-up aspirants in the state.
Outlining on the development the Chairman and CEO Parvez Ahmed informed,” The Bank is setting up a dedicated department, Start-Up Vertical,  at its Corporate Headquarters with tiers upto the district level. We will deploy committed work force in all tiers who shall be undertaking mega marketing/ awareness initiatives for the general public. Through this vertical, Bank aims to create a one point access for entrepreneurs with a facilitation approach at every step. This approach has the potential to drive the entrepreneurial zeal of talented youth by harnessing the capabilities of innovative, young and dynamic entrepreneurs thus contributing to the financial growth of the state.”
Elaborating on the rationale for creation of separate vertical he added, “Based on analysis by the Bank, it was revealed that despite several promising schemes having been launched by the Government of India and Government of J&K, the enrolment figures for such schemes are very low. The situation is more critical amongst the rural populace who are either running or intending to run a small or micro enterprise.”
“As per the vision of the Governor we are in the process of initiating partnerships with all the stakeholders especially the academia and developmental institutions. We will also like to take onboard the specialized institutions equipped with incubators under the Atal Innovation Mission for knowledge mentoring of the aspiring entrepreneurs,” said the chairman.
The Bank informed that it will be followed by launch of a Start-Up Facilitation Centre in every district of J&K state. By setting up the vertical, the Bank envisions bringing all start-up products under the ambit of Start-Up Centers to eliminate multi-department framework and therefore ease the overall process in favor of the prospective entrepreneur by offering hassle free experience, single touch point for all inquiries and processes, timeline driven process for efficiency and single window processing.
The bank’s official spokesperson informed that the most significant feature of this Centre will be that it shall conduct orientation sessions and workshops for the budding entrepreneurs in collaboration with Government Departments, CAs and legal advisors to impart information of documents, registrations and other formalities associated with establishing a business such as GST registrations, projected balance sheet and business proposal creation etc.

          SHOPIAN, MAY 22: Deputy Commissioner Shopian, Gazanfar Ali, today convened a meeting to review the functioning of the Revenue department.
The meeting reviewed the status of digitization of revenue records, mutations, settlements, land acquisition and relief and rehabilitation measures in the district.
The DC said the department holds a key for efficient and effective grievance redress in the district and impressed on the officers to ensure total commitment to their work.
He directed the revenue officers to organize camps under the Public Service Guarantee Act for timely delivery of public services and redressal of public grievances. He also directed the field agencies to tour their respective areas of jurisdiction for redressal of grievances about revenue related matters.
Ali also emphasized the importance of implementation of Public Service Guarantee and Right to Information acts in letter and spirit and directed the concerned officers to maintain proper records of applications received and disposed thereof.

BARAMULLA, MAY 22: Health Department Baramulla today organized a day-long district level sensitization workshop on Intensified Diarrhea Control Fortnight (IDCF) at Nursing School DH Baramulla here. District Development Commissioner Baramulla, Dr Nasir Ahmad Naqash, was the chief guest on the occasion. 
IDCF is a special fortnight campaign during which necessary information with regard to diarrhea is disseminated through workshops, seminars and other related activities. It is aimed at the adoption of necessary measures to control and eradicate the disease.
 Chief Medical Officer Baramulla, officers from various departments including PHE, Rural Development, Municipality and Education besides doctors and paramedical staff of District Hospital Baramulla attended the workshop.
 Speaking on the occasion, the DDC said the PHE department has a very important role and called on it to be proactive in ensuring only safe and hygienic drinking water is supplied to the people.
Lauding the Health department for organizing this programme, the DDC said such workshops are important for awareness and should be conducted at the block level too. He hailed the role of Asha and Anganwari workers and called on them to remain active and sensitize the common population, especially mothers, about the importance of cleanliness and its benefits.
Naqash instructed the Education department to organize such programmes in various educational institutions to spread awareness among the students about the basic causes of diarrhea.

Assures rehabilitation of affected families
SRINAGAR, MAY 22: Minister of State for Housing & Urban Development, Social Welfare, Health & Medical Education, Asiea Naqash today visited Hazratbal shrine to review the progress on various components of Rs 45 crore Hazratbal Beautification Project.
The Minister also visited Sabzi Mandi and Dhobi Ghat areas of Hazratbal to identify the shops and structures that need to be repaired or removed. She said that the structures affected in this process would be properly relocated and rehabilitated.
She said that various vendors and fishermen families at Dhobi Ghat would also be relocated and rehabilitated and space will be used for public conveniences.
While taking stock of the developmental work, she said that the Shrine and its surroundings are being beautified in such a way that it would become as one of the main centres of pilgrim tourism in the state.  
She stressed for installing proper lighting system, landscaping and beatification in and around the shrine premises in accordance with scientific principles.
Naqash asked the officials to improve the ambience of this place by giving a facelift to the banks of Dal Lake around the shrine and landscaping the parks. 
Stressing on meeting the set deadline, the Minister directed the officials for employing synergized efforts to complete the project by the end of this year.
The Minister was accompanied by Vice Chairman of J&K Wakf Board Nizamuddin Bhat, DDC Srinagar, Vice Chairman LAWDA, Chief Engineers and other officers.

CM reviews SHG scheme
Asks JK Bank to formulate customized scheme to ensure credit availability to SHGs, directs raising of financial limits of SHGs, stresses on their capacity building
SRINAGAR, MAY 22: Chief Minister, Mehbooba Mufti today directed strict compliance of Government directive of allocating 30 % job orders by various Departments for members of Self Help Groups (SHGs) in the State. She also directed raising the financial limits of SHGs from present Rs. 60 lakhs to Rs. One crore besides corresponding enhancements.
Chairing a meeting to review the status of Self Help Groups in the State, the Chief Minister asked for making necessary amendments in the guidelines for SHGs to make them compliant with the needs of the day and the requirements of individual Departments. She specifically asked for engaging the SHGs in the maintenance and upkeep of various assets, facilities and machinery put in the Government particularly Health Department.
Minister for Finance, Labour & Employment, Syed Altaf Bukhari was present in the meeting.
Mehbooba Mufti expressed displeasure in respect of some Departments which have not made the outlined allocations for the SHGs while tendering out their works. She asked all the Departments to revisit their approach in this regard and involve these young technocrats in carrying out various jobs and works being executed by them.
In a significant direction, the Chief Minister asked the JK Bank to come up with a customized scheme within 10 days to provide financial support to these young entrepreneurs so that they don’t lag behind for want of credit availability. She also directed undertaking capacity building of these SHGs by respective Departments so that they are able to deliver effectively in tune with the requirements of the individual Departments.
The meeting was informed that by and large the SHGs have exhibited satisfactory performance in terms of quality of works undertaken by them.
Earlier, Secretary, Labour & Employment, Kifayat Hussain Rizvi briefed the meeting about the salient features of the scheme.
The Self-Help Group schemes, it may be recalled, was introduced in the State to provide job avenues to qualified graduates in various engineering disciplines by involving them with construction and upgradation of infrastructure taking benefit of their technical background and know how.
Chief Secretary, B B Vyas; Financial Commissioner, Housing & Urban Development, K B Aggarwal; Administrative Secretaries of various Departments; Chairman, JK Bank, Parvez Ahmad; heads of Departments and senior officers were present in the meeting.

Srinagar, May 22: Asserting that Ramzan 'ceasefire' has been successful so far, Director General of Police (DGP) SP Vaid said the situation, especially in south Kashmir, has eased and is serving as Confidence Building Measure (CBM) for families, who want their boys to return home.
'The Ramzan ceasefire has been successful, thus far. The initiative of Prime Minister Narendra Modi has helped in general improvement in law and order. The situation, especially in south Kashmir, has eased and is serving as a Confidence Building Measure for families, who want their boys to return back home,' Dr Vaid posted on micro-blogging site Twitter.
The Centre, on May 16, agreed to the proposal for unilateral 'ceasefire' by an all-party meeting, led by Jammu and Kashmir Chief Minister Mebhooba Mufti, during the holy month of Ramzan.

Srinagar, May 22: Four teenage girls were injured when troops allegedly opened fire to disperse demonstrators who were pelting stones to disrupt the “Iftaar Party” organised by the Army in south Kashmir district of Shopian, official sources said.
Police said some miscreants pelted stones on Army patrol and also disrupted 'Iftaar' party.
The trouble started when Rashtriya Rifles (RR) put up a stall outside a mosque at village Dardi Kali Pora in Shopian for 'Iftaar' party last evening. Local immediately after breaking the fast in the mosque objected to the Army and raised slogans. Later announcements were made from the mosque through public address system urging people to join the protests against the 'Iftaar' party by RR.
The demonstrators later disrupted the party and pelted stones. The troops opened fire and also fired pellets in which four teenage girls were injured. The injured were rushed to hospital from where one of them has been referred to Srinagar. The condition of all the four girls was stated to be stable.
Police said an Army patrol of 34 RR had gone to the Jamia masjid of D K Pora village, for participating in 'Iftaar' with the locals of the area on Monday. However, during the Iftaar, a mob of miscreants attacked the Army patrol with stones and other items.
The Army party withdrew from the scene by firing aerial warning shots. Subsequently, four injuries were reported to different hospitals, probably firearm injuries. All the injured are reportedly stable. The police have taken cognisance of the episode and started legal proceedings. UNI
