BARAMULLA, SEPTEMBER 07: Block Medical Officer Sheeri Dr. Farooq Ahmad today organized day long mega awareness cum road show on Measles-Rubella vaccination programme at Sheeri Baramulla in which huge gathering of locals, students, ASHA and Anganwari workers and besides prominent citizens participated.
Worthwhile to mention here, that the programme was conducted in connection with the centrally sponsored campaign which aims at total eradication of two highly infectious viral diseases viz Measles and Rubella. The camp aimed at educating people, students and other target audience about benefits of vaccination and the impact of the disease besides other relevant information.
While inaugurating the event, BMO Sheeri Baramulla highlighted the salient features of the programme where he said, “Measles can cause serious complications and even death while as the rubella is a mild viral infection. Rubella causes several birth defects including abortion, stillbirth or a set of serious birth defects known as Congenital Rubella Syndrome (CRS) to a pregnant woman during her first trimester”.
Later a Measles-Rubella Vaccination rally, comprising of students, ASHA and Anganwardi workers and other participants was organized.

DODA, AUGUST 16: District Development Commissioner, Simrandeep Singh reviewed the arrangements for ongoing and forthcoming yatras in and from Bhaderwah in a meeting here today at meeting hall DC office Doda.
The arrangements for smooth conduct of Annual Holy Machail Yatra, Manimahesh Yatra and Kailash yatra were discussed during the meeting.
The meeting was attended by ADC Doda Pawan Kumar Parihar, CEO Bhaderwah Development Authority, SDMs, CPO, ACD other officers besides EO MC Bhaderwah, DFO, BMO, XEN PDD/PHE, Tehsildar.
The DDC directed the ARTO to arrange the required number of buses for transportation of yatris besides ensuring that no overloading to be done by the vehicles.
Health department was directed to provide Medicare and ambulance along with doctors and paramedical staff and EO Municipal Committee was asked to ensure cleanliness in and around the town and at the main venues of yatras. Directions with regard to temporary installations of toilets were also passed to municipal committee.
Arrangements pertaining to uninterrupted supply of electricity, availability of water, smooth movement of traffic, availability of firewood and essential services were also reviewed in the meeting.

KUPWARA, AUGUST, 01: Swachh Survekshan Grameen – 2018 for Kupwara district was formally inaugurated today by District Development Commissioner Khalid Jahangir at a function held here at DC Office Complex.
Among others, ACD Kupwara, Yaar Ali, CPO, Imtiyaz Ahmad, BMOs, BDOs, CDPOs, teachers, students of various educational institutions and other officials were present on the occasion.
On the occasion, DDC said that it is the responsibility of every stakeholder in our society to keep schools, health centres, marketplaces, religious places, tourist destination, roads and our surroundings clean for a healthy and disease-free life.
He emphasized upon all concerned departments to launch intense awareness campaigns for creating behavioural changes towards cleanliness among the masses. 
It is worth mentioning that the programme of Swachh Survekshan Grameen – 2018 will be held from August 1 to 30 to create awareness among the rural masses.
Under the SSG, districts will be ranked on the basis of direct observations in the public places like schools, Anganwadi centres, public health centres, haat-bazaars and religious places.

RAMBAN, JULY 31: District Development Commissioner Showkat Aijaz Bhat today chaired a meeting of officers to review preparations for the 'Swachh Survekshan Grameen 2018’, a rural sanitation survey of Ministry of Drinking Water and Sanitation (MDWS) for national ranking of all states and districts of India on the basis of quantitative and qualitative sanitation (Swachhata) parameters.
The meeting was attended by ADDC, Ravinder Sadhu, ACR, Vevaik Puri, ACD GH Kripak, DPO, Tariq Suhrawardy, CPO, Uttam Singh, AD Planning, Ganesh Kumar, CMO, CEO, besides other concerned.
The DDC constituted teams of officers comprising BDO, BMO, CDPO and ZEO for each block to successfully launch ‘Swachh Survekshan Grameen'.  He directed all the departments to ensure the sustainability of the efforts taken under SBM and impressed upon launching effective campaign through field functionaries of the concerned departments in Panchayats, educational and health institutions and Anganwari centres to aware masses about Survekshan and to facilitate surveying teams.
The District Panchayat Officer, Tariq Suhrawardy gave a detailed report on various aspects of Survekshan. He informed that the programme envisages detailed survey of Sanitation status of public places like schools, Anganwadis, bazaars etc. at district-level. Survey of public places, citizens' perspective of cleanliness, their recommendations and data from Swachh Bharat Abhiyan is the criteria of survey.

RAJOURI, JULY 20: District Development Commissioner Mohammad Aijaz Asad today ordered suspension of an Executive Officer, attachment of a Block Development Officer and withheld salaries of 30 officials of health department, even as he sought explanation from CMO, BMO Nowshera, Sunderbani, Darhal, Kalakote and Manjakote for their failure to enforce discipline and punctuality of officials in health institutions under their control.
The Executive Officer Municipality Sunderbani was suspended for remaining absent in a meeting chaired by DDC to review the arrangements for Budha Amarnath Yatra.
The action against the officer was taken for leaving the station, despite explicit directions from district administration against leaving the station without prior permission.
The DDC also ordered attachment of BDO Darhal in view of complaints of delay in MGNREGA payments against him during a public meeting on July 19, 2018.
Pertinently, the said Block Development Officer also skipped the meeting during review of achievements of RDD by the DDC.
The salary of 30 health department officials posted at PHCs and health sub-centres which were found locked during surprise inspections by a team on July 10, 2018 and July 18, 2018 were also withheld to discourage absenteeism among the employees.
 Earlier, Additional Deputy Commissioner was appointed as inquiry officer and explanation sought from all these employees.
Meanwhile, instructions were issued to the controlling officers/DDOs to regularly monitor attendance in their own and subordinate offices especially in remote areas to ensure effective delivery of essential services.

KULGAM, JULY 04: District Development Commissioner Kulgam, Sajad Hussain, today chaired a meeting to review financial and physical achievements in health sector in the district.
He also took stock of implementation status of different schemes for development of infrastructure and other components in Health Department.
The meeting was attended by CPO, Exen R&B, Dy CMO, and BMOs of all health blocks of Kulgam, MS DH Kulgam, DPM, BPM and other officials of the health department.
BMOs briefed the meeting about the ongoing works in their respective blocks under various schemes. It was given out that against an approved cost of Rs 17696.96 lakh, Rs 9630.93 lakh have been incurred up to ending March 2018.
The DDC was informed that all four floors of IPD block DHS Kulgam are completed in all respects and building of MCH Kulgam will be completed in next four months.
He was also informed that PHC Devsar ground floor and ISM dispensary at Nillow are complete and the executing agency will hand over these projects to health department by the end of this month. While work on NTPHC Chowgam is in full swing.
The DDC directed ACR Kulgam to identify land for the construction of the NTPHC Malvan and Gudder at an earliest so that work on these approved projects will be started.
He exhorted upon the Police Housing Corporation, JKPCC and other executing agencies to work in synergy and coordination to expedite work on all under construction projects and to complete work within stipulated time.
He also directed the authorities to bring in his notice all the land dispute issues which are hindering the construction work of approved projects for augmentation of healthcare facilities in the district.
During the meeting, DDC also reviewed the function of various centrally-sponsored schemes like JSY, JSSK, and RBSK and appreciated the department for implementing these schemes properly for target beneficiaries.
He also laid stress to establish approved baby wellness centres in the district at KaniPora and Mirhama before August 2018.

RAJOURI, JUNE 29: The Additional Deputy Commissioner Koteranka  Shafiq Ahmed today  reviewed the functioning of  health department in block Kandi  here at a meeting with the concerned officers and officials.
 The meeting was attended by Block Medical Officer (BMO), Community Health Officers and other officials of the department.
  The BMO Kandi Dr Iqbal Malik informed the meeting that Sub Centres Kandra, Hayatwali, Kalachanger, Najeri Jamola, Muruta and Chamitrar have been made functional by internal arrangement in compliance to directions of DDC Dr Shahid Iqbal Choudhary.
The meeting held point wise review of JSY, JSSK, RBSK, immunization, RKS, status of construction work of various buildings of PHC, NTPHC, Health Sub Centres and allopathic dispensaries and creation of additional infrastructure at sub-district hospitals/CHC/PHCs besides repair and compound walling of health institutions.
Executing agencies were asked to ensure that all health institutions of Block Kandi are provided water and electricity and   construction work of main buildings is completed in stipulated time period.
Stressing upon the importance of revenue entries of lands and buildings of the department to discourage encroachments, the ADC directed the BMO to endeavour to retrieve the encroached land with the help of revenue authorities, get it demarcated and ensure entry in revenue records.
The meeting also embarked on the issue of shortage of ambulances and staff in the Block. It was informed that all ambulances of CHC Kandi are off the road and there is a dire need of this facility in the hospital.  The BMO was directed to take up matter with higher authorities for writing off all dead stock and also send requisition for new ones.
The ADC also reviewed the availability of diagnostic facilities in the Block and peripheral hospitals, medical supplies position and availability of essential drugs.
Regarding shortage of staff in the block, the ADC directed the BMO to implement the directions of DDC Rajouri for cancellation of all attachments and initiate stringent action against officials who do not join back at the original place of posting.
Grievances of the employees were also listed in the meeting    and on spot decisions were taken.
The BMO was asked to implement the decisions taken in the review meeting of health sector by DDC Rajouri regarding the   punctuality and observance of dress code by the staff.

KULGAM, JUNE 28: With an aim to create awareness about Right to Information Act 2009, a seminar for students, government officials and activists was organized by Tehsil Legal Services Committee was organized here at Government Degree College D. H. Pora.
Principal Degree college D. H. Pora, SDM Noorabad, President Bar Association D.H.Pora, BMO, ICDS Project Officer, Senior advocates, Lawyers Associated with Bar Association D.H.Pora besides them a huge gathering of Student and teachers were present in the seminar.
     Speaking on the occasion Munsiff D. H. Pora, Muzamil Ahmad said that RTI has   empowered  the common man. He also added that act is already in position with efficient delivery position but said there is need to sensitize all people who are not fully aware about this Act. 
He also exhorted particularly on students to make maximum use of this RTI to seek information to transform the society. 
SDM Noorabad Umer Shafi Pandith appreciated Tehsil Legal Services Committee/Munsif court for organising the awareness programme.
President Bar Association Advocate Syed Rouf Geelani   highlighted background and functioning of RTI Act 2009 and procedure of filling RTI application and other procedures to seek the information. He appealed students and other participants to use RTI Act positively and effectively to get better results.

 LEH, MAY 23: With an aim to improve the health facility in Leh district mainly in rural areas, the Executive Councilor Health, Gyal P Wangyal today visited various medical health centres that include Primary Health Centre (PHC) Sakti, PHC Chuchot, PHC Bazgo, PHC Saspol and PHC Temisgam.
At these centres, the EC Health took first-hand information ranging from infrastructure, staff strength and availability of medicines and equipment.
Interacting with the Doctors and paramedical staff at various places, GyalWangyal said that the Council is very serious about strengthening all the medical centres functioning in rural areas with good infrastructure, sufficient medical staff and medicines so that people living in far-off areas could get quality health service at their doorsteps.
He urged upon the Doctors and paramedic staff to become more updated with latest medical knowledge and practices and ensure punctuality in their duties. He said that Council would emphasize on holding more and more refresher training courses at different levels so that the capability of medical staff would further improve. EC Health said that Health Department Leh is presently implementing upon a transparent transfer policy that was devised by late CEC Dr. Sonam DawaLonpo, adding that this transfer policy would be continued keeping in mind it’s perspective of unbiased posting for all.
 At PHC Sakti few points put forth before the EC that included construction of staff quarter, ground levelling and early completion of the access ramp. EC Wangyal on spot directed AEE Shamim to complete the ground levelling and the ramps of the hospital at the earliest. He assured to provide an ambulance for PHC Sakti.
At PHC Chushot, Medical Officer Dr. Amrin Tabassum briefed the EC Health about the functioning of the hospital and also demanded for the early creation of toilets, water facility inside the hospital, staff quarter, internet facility and Chowkidar shade.
At PHC Bazgo, the need of drinking water facility, a 3-phase power line for the heating system and an additional room for the staff at night duty was demanded.
During his inspection of PHC Saspol, the need of 3-phase power line for heating was also demanded. Besides, treatment for a roof of the new hospital building and renovation of the old building was also brought into the notice of EC Health. At PHC Temisgam, Councilor TemisgamTsering  Morup put forth issues and demands of PHC which include posting of doctors and Medical Officer at the PHC, filling the vacancies Staff Nurse who were recently transferred, repair of staff Quarter, functional of bathrooms and treatment for roof of the hospital and three-phase power line for the PHC.
BMO Leh Diskit Dolma and BMO Khaltsi Jamila Bano also accompanied the EC Health during his tour.

Samba, May 22: Deputy Commissioner Samba S Rajinder Singh Tara  today visited firing affected border villages and took stock of displaced people and damages.
Accompanied by  SSP, CMO, SDM Ghagwal, Tehsildar Rajpura,BMO Ghagwal, teams of doctors of Animal Husbandry department and officers  of various departments, the DC visited   villages in  Rajpura and Ramgarh sub sectors  to assess the damage to property and livestock. He also  chaired a meeting of  local officers to review arrangements and provision made for essential services for the people lodged  in temporary camps set by the administration .
Meanwhile, border residents presented various demands to which the DDC assured to take necessary steps.
The DC also appealed the people to maintain peace and amity and cooperate with the security agencies, civil administration which is taking adequate steps for ensuring their safety.
 Locals expressed faith in administration  and assured their full support and cooperation.

Reviews implementation of social security schemes in the district
KUPWARA, MAY 22: District Development Commissioner Kupwara, Khalid Jahangir, today convened a meeting under the Aspirational Districts programme to review the implementation of social security schemes in the district.
The meeting was attended by Chief Planning Officer, Chief Medical officer, Social Welfare Officer, District Lead Bank Manager, District Mass Education Information Officer, BMOs, CDPOs, BDOs and other concerned.
The DC instructed the concerned officers to enhance their efforts for time-bound and successful achievement of targets under various social security schemes, including Pradhan Mantri Jeevan Jyoti Yojana, Pradhan Mantri Suraksha Bima Yojana and Atal Pension Yojana, in the district.
He instructed for coordination and cooperation between the concerned departments for achieving true financial inclusion and empowerment of people in the district. He instructed for constituting a group with an officer designated as nodal officer to monitor all efforts made in this regard.
The DC said that as an aspirational district with dynamic nature of indices Kupwara should achieve all targets as set under the programme and thereby lead to better standards of living for its people.
The Aspirational Districts programme launched by the Prime Minister in January this year involves convergence (of central and state schemes), collaboration (of central, state level ‘Prabhari’ officers and district collectors) and competition among districts driven by a mass movement. It aims to quickly and effectively transform districts.

SRINAGAR, MAY 19: A case has been registered against three persons for obtaining loan from J&K Bank by producing fake documents.
Crime Branch Kashmir received a communication from J&K Bank Zonal Office Srinagar, which reveals that one Farooq Ahmad Pandith S/O Ab. Jabbar Pandith R/o Wazir Bagh Srinagar approached J&K Bank Branch Unit Lal Mandi Srinagar, maintained Bank Account No. SB. 13258 with J&K Bank Branch  Lal Mandi Srinagar and also managed a Credit Card (Silver) impersonated himself as Medical Officer Khansahib and produced a pay certificate duly signed and sealed by BMO Khansahib and obtained a Credit Card under No. 5555000000098257 with a cash limit of Rs 50,000/= The alleged person also turned defaulter with an outstanding of Rs 48147. The same suspect has also availed loan facilities of Rs 3.00 lacs and 2.00 lacs from Air Cargo Branch Sgr and J&K Bank Branch Jawahar Nagar Sgr. respectively in the year 2006-2007 on the basis of pay certificate purportedly issued by BMO Khansahib and one Javid Iqbal Shah S/O Mohi-u-din Noor Shah stood as guarantor against the said loan facilities against different identities in different Bank Branches.
 In all the three cases the suspect Farooq Ahmad Pandith has turned defaulter and has not paid even a single instalment towards the bank thereby cheated the bank and grabbed the money of the Bank. It is further alleged that BMO Khansahib has informed that no such person exists in their records and that he has produced a fake pay certificate.
Subsequent to the receipt of this communication a Preliminary Verification was carried out by the Crime Branch Kashmir.
During the probe the allegations levelled against the allege/suspects were found genuine and subsequently Case FIR No. 16/2018 U/S 420, 467, 468, 120-B RPC registered against accused, Farooq Ahmad Pandith S/O Ab. Jabbar Pandith R/o Wazir Bagh Srinagar, Dr. Iqbal-uz-Zaman   Shah S/O Gh. Mohi-u-din Shah R/O Zaldagar Sgr an Mohammad Amin Bhat S/O Habibullah Bhat R/O Lasjan Srinagar in Crime Branch Kashmir.

KULGAM, MAY 14: District Health Society Kulgam (DHS) in collaboration with the Education Department and ICDS Kashmir Monday organized a health and screening camp under the Rashtriya Bal SwasthyaKaryakram (RBSK) at Government Model Higher Secondary School D K Marg here.
The camp was inaugurated by MLA Noorabad, Ab. Majeed Padder in presence of District Development Commissioner Kulgam Sajad Hussain.
Speaking on the occasion, the legislator called on the health department to be pro-active in providing preventive and curative medical facilities to the patients in order to curb deficiency diseases and disabilities caused due to developmental delays. He lauded the BMO DH Pora and his team for organizing this medical camp even as he urged the former to hold such camps in other areas too.
Over 1000 children were screened for vision, hearing, neuro-motor impairment, motor delay, cognitive delay, language delay, behavior (autism) and learning disorders for free on the occasion. Children with minor health problems were given free medicines like de-worming tablets and age-appropriate vitamins doses.
Children were also familiarized with general hygiene among other health tips on the occasion. Services of specialists were also made available to the children identified by the medical teams for consultation of specialists on the occasion.
Dy. CMO, Dy. CEO, BMOs of all health blocks of the district, Principal HSS DK Marg, ZEO, APM-RBSK, District & Block Programme Management besides medical & paramedical staff were present on the occasion.
